  This year the Elm Grove Police Department will be assisting children in becoming more visible during the event by handing out glow necklaces for children to wear around their costumes. The glow necklaces will be handed out on the evening of Oct. 31st, by Police officers and volunteers patrolling the neighborhoods, and at Elm Grove Citizen Police Academy Alumni residences also participating in handing out candy. Glow necklaces will also be available in front of the Elm Grove Police Department from 3:00 PM to 5:00 PM. The necklaces will be distributed one per child or two per adult.
